I think Dmitry has a very good idea here: build a mechanism for
publishing elisp packages, incorporate it directly into emacs.
Include in it at least basic support for popular non-ELPA elisp
repositories, even if only as links to external web pages. This is
a good place to include notes about the ELPA process, and it also
provides an interface for starting people on the copyright assignment
process. (As an aside, the copyright assignment part can probably
also be used for a subsequent “submit a patch to Emacs” elisp
interface.)
