In my case, with emacs -Q it is displayed by -outline-MS
Mincho-normal-normal-normal-mono-13-*-*-*-c-*-jisx0208*-* (#x00) which displays
a dot in its place. I notice this character has the dubious "category: c:Chinese
h:Korean j:Japanese" line when I press C-u C-x =, and the font log shows fonts
from the gb2312.1980, gbk and jisx0208 character sets being searched, which is
surely a bug, as the Euro is not present in those old character sets.

I think the underlying problem is that Emacs is still treating (symbol . [#x201C
#x2200 #x2500]) incorrectly - requiring all those characters to be supported
before it will use a font, not just one or two.
