Those characters were added not for Eastern European languages, but for Estonian, Finnish and French. (Amazingly enough, 3 French characters are not in Latin-1.) Other than that, Latin-1 and Latin-9 indeed cover the same languages, with the exception of Cornish (which Latin-1 covers while Latin-9 doesn't).
