I load ispell.el via .emacs
whenever I try to use an ispell function it say in minibuffer "searching
for program : no such file or directory, ispell"
So I got the source ispell-3.3.02
unpacked it
had to do chmod 755 pc/makeemx.bat
ran the .bat script which eli provided
what I got follows. Do I need to get emx? where can I find the tarball?
should I try to get djgpp?

The easiest option will be to install aspell, which is a newer spell
checker that has maintained Windows ports available for it. You'll
need to customize ispell-program to suit.

I'll second that. Just install aspell (no need to compile) and point
to the correct program with something like this (well it should be on
my path)

(setq ispell-program-name "C:/arquivos de programas/aspell/bin/
aspell")

If you want to build with makeemx.bat, then yes. But I doubt that you
really want that, since EMX produces DOS programs, not Windows
programs, which will limit you in several subtle ways, since
interaction between Emacs and DOS subprograms has drawbacks (for
example, only one DOS subprocess can be active at any given time).

> should I try to get djgpp?

Not recommended, for the same reason.

It's much better to get a precompiled Windows binary of Ispell.

Thanks so far
I built aspell from source using cygwin

(require 'ispell)
(setq-default ispell-program-name "aspell")

It works mostly fine with emacs. But there is always a catch.....
M-x ispell-complete-word-interior-frag
produces in the minibuffer
"searching for program : no such file or directory, egrep"

I had egrep installed already, so I got the lastest tarball.
unpacked, configure, make check
All 10 tests passed
egrep and fgrep and grep all run under cygwin but only grep does under
cmd shell
Is emacs running external commands via a cmd shell??
can I change this to a cygwin shell?

make install produces the following
Making install in intl
