Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I wish I knew.  Every once in a while, I suddenly find that *all*
buffers in my emacs session suddenly have auto-fill-mode turned on,
even though I did not turn it on.  This applies even to brand new
files.  This state of affairs continues until I give up looking for
what option or variable has been changed and restart emacs.  While I
find auto-fill-mode useful in some contexts, I would rather decide
*myself* which buffers it should be turned on in, and when!  The only
constant seems to be toggling auto-fill-mode in some buffers.  I
typically use auto-fill-mode for entering documentation comments in .c
files, but have it turned off for other comments.  I also turn it on
for ChangeLog comments and some text mode buffers and LaTeX buffers.
I always use M-x auto-fill-mode to toggle it.  I have never noticed
exactly when it ends up getting turned on for everything, and wish I
could get emacs to actually tell me what caused this!

(*sigh* can you tell I'm frustrated?)
