why does emacs stall (for ~1 min) upon startup when the network is
down and how can it be prevented? i've tried compiling it without MTA
support to no avail.
thanks.

It's hard to say what's going on with your system but on mine
this happens because recentf is trying to verify its file list
and that takes a long time when the network is down.

Does that happen if you invoke Emacs with "emacs -q"?
Also see the entry in PROBLEMS about slow startup due to network
problems (search for "FQDN").
