Is there a problem with the web list archives at
http://mail.gnu.org/archive/html/emacs-devel/2003-01/index.html,
or is it supposed to update only every few days?

You can see below the Search (Advanced) window when it was last
updated:
Last Modified: Fri Jan 17 19:54:04 2003
I somehow could not find a time zone (although maybe that is because I
did not look well enough) but I assume it is Eastern US.

Yes, I saw that. The point is that the time between the last two
updates was about two days. That is _very_ slow compared to the way it
was recently.
