The idea would be to establish such a category.  Some user-facing note could be included — “This package will be removed from core Emacs in a future version, and is available on ELPA at XYZ”.  Could even leave a “stub” behind pointing there after final removal.

Not necessarily, depending on how one defines obsolete. Just “no longer worth keeping in core”.
