Hi,
I have installed emacs in
/export/home1/asd/tools/emacs-22.3/src/emacs-22.3.1
The .emacs file is in $HOME directory. i.e ./export/home1/asd
I changed the key binding .emacs it is not getting changed when i
started the emacs again.

But,
I have 2 versions of emacs.
21.3 is installed in /usr/bin/emacs
and 22.3 is installed in /export/home1/asd/tools/emacs-22.3/
when i changed .emacs file, the emacs 21.3 is having the effect.
How can i make this to happen in emacs 22.3

Check the syntax! Best in GNU Emacs 22, it has an up-to-date
documentation.
Put before and after the key binding statement these statements:
(message "Hi! Greetings from GNU Emacs %s! This is before key
binding action." emacs-version)
<some key binding>
(message "Hi again! Another greetings from %s! This is *after* key
binding action." emacs-major-version)
And then look into *Messages* ... OK, some conclusion would be
needed, too.

So throw away everything you copied, except these empty statements
that are, empty or not empty, always the last ones in a user init file

and just leave your key binding things in it. With time you'll add
this or that, then knowing what you're doing.
If invocation with --debug-init does not point to the error, then try
to sanely comment have of your init file. If the error persits, then
it's in the not yet commented region. So comment, sanely, half of
this half, re-launch. If the error went away, then it was in the
comment half. So un-comment this and comment the previously
uncommented half. Iterate until the error is the only uncommented
statement.
Another way: start with your key bindings and the two default
statements and add one statement after other from the .emacs copy you
fetched somewhere.
