Most likely this change is incorrectly deciding that Unicode support is 
available

        * w32menu.c (globals_of_w32menu): Check for Unicode API.

Alternatively, the check is correct, but its result is being used 
incorrectly (or not at all).

It would help if someone with access to Windows 9x/ME can find the 
change above, and step through it with a debugger to see what happens.
