i need to create a shell and do a "tail -f" on  a file, then rename that
buffer and create a new shell when i startup my emacs

is that possible? if so how?

You can type M-! tail -f /path/to/file & RET, I think.  That should
create a buffer with the output of that command.

i know what to type and that's what i am doing, but i want to automate it so
that when i start my emacs, things appear the way i want them

You haven't divulged enough details about the kind of window
configuration you're hoping for, but I'm guessing you want something
like

(shell-command "tail -f /path/to/file &" "whatever-name-you-want")
(split-window-vertically)
(other-window 1)
(shell)

at the end of your ~/.emacs file.
