Yes.
And in the case when it scrolls: when it reaches the bottom or top of
the buffer, the arrow key starts moving the cursor instead of scrolling.

C-h k <up> says:
It is bound to C-p, <up>.
C-h k <down> says:
It is bound to C-n, <down>.
