* where can i find an Emacs CVS tarball

I'd like to give cvs emacs a try. But since I only have a isdn
connection to the 'net I'd rather download a compress tarball. I
didn't find anything on savana.gnu.org.

any hints?

As you are using Windows you might want to look here:

Maybe "cvs -z3" is good enough?  It also compresses.

Although I provide binaries for windows the bzipped source tarball
corresponds to the entire emacs cvs (although currently from May
19th). I hope to update it by the end of June.

Unfortunately whenever I try to download the tarball from this site I
run into timeouts. Any ideas why?

I've heard of this problem before, but have no idea what might be
causing it. I think the simplest way to handle this is to use a
download manager (wget -c may work) and then simply resume the
download when it dies.
