Try:
(w32-register-hot-key [A-tab])
for NT/2000/XP systems.
Otherwise, for W95/98/ME systems, you could investigate writing a
wrapper program that just calls Windows' SystemParametersInfo
(SPI_SETSCREENSAVERRUNNING).
