This should work correctly out of the box, assuming that:

  . you don't have any keybindings customizations in your .emacs file
    (if you do, try "emacs -q" and see if C-h produces Help)

  . you invoke either the graphical session, or a text-mode session
    from the standard CMD window, not from some kind of port of Unix
    shell

What does Emacs show if you type "F1 l" (that's a letter ell, not a
digit one) after pressing M-< or M->
