I found the information below from Wiki emacs :

"If you get this error message:

 Info-find-file: Info file emacs does not exist

then you need to install the emacsXX-common-non-dfsg package (in debian) - primewizard"

But I can't find any emacs23-common-non-dfsg package into my Debian GNU/Linux 7 (wheezy) distribution, only emacs23-common...

What can I do ?

Make sure that "non-free" is in your /etc/apt/sources.list. Eg:

   deb http://http.debian.net/debian wheezy main non-free

See https://wiki.debian.org/SourcesList for more info.

Then run apt-get update.

And consider adding a comment to one of the several Debian bug reports
that exist about this issue, eg
  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=685933
to encourage them to improve the way they handle this, which has been
confusing Emacs users on Debian for 7+ years now.
