This is what I have done

   (add-hook 'emacs-lisp-mode-hook #'outline-minor-mode)

   ;; set regularity condition
   ;;(setq rgc ";;; \\*+ ")
   (setq rgc ";;; \\([A-Za-z]\\|[IVXLCDMivxlcdm0-9]+\\) | ")

   (add-hook 'emacs-lisp-mode-hook
	     (lambda ()
	       (set (make-local-variable 'outline-regexp) rgc)))

Now starts the task of setting a keybinding that if I continue to press it
will cycle the folding/unfolding of headlines only.  And a different keybinding
that cycles the folding/unfolding of code.
