Any reason why using rgc does not work, whereas things are good when I use
the string directly in the call "make-local-variable"?

   (setq-local rgc ";;; \\*+ ")

   (add-hook 'emacs-lisp-mode-hook
	     (lambda ()
	       (set (make-local-variable 'outline-regexp) rgc)))
