You need to turn off gpm-mouse-mode.

Even with gpm-mouse-mode on, Shift-Insert works for me to paste from
the clipboard.

Interesting. Here it doesn't work so.
Did you mean clipboard on X Window System?
This is about console that is not graphical but textual and not about X
Window System.

Actually I am on windows and using putty (ssh terminal emulator) to connect
to a Linux box, and running gnu screen. Shift-Ins pastes from the windows
clipboard. So it's a pretty different setup, though still emacs running in
terminal mode so I thought it might work for you.

I'm running GNU Emacs 23.4.1 (x86_64-pc-linux-gnu, GTK+ Version
2.24.10) of 2012-04-07 on trouble, modified by Debian.
How can I customize Emacs so I can paste into Emacs text that was
selected with mouse in other Virtual Terminal?
I'm using gpm (General Purpose Mouse Interface) on console.
So this isn't about X Window System and Xterm terminal but about console
and Virtual Terminals 'tty1-6'.
Any advices will be appreciated!
