You could check out 21.3 from CVS:

cvs -d:pserver:anoncvs@subversions.gnu.org:/cvsroot/emacs login
cvs -z3 -d:pserver:anoncvs@subversions.gnu.org:/cvsroot/emacs -t EMACS_21_3 checkout emacs
