I must correct this. With (set-terminal-coding-system 'iso-8859-1)
I can see latin-1 in terminal.app with emacs-20.7

You can try

emacs -q -no-site-file -nw \
        --eval "(set-terminal-coding-system 'iso-8859-1)" testfile
