So I've run into another odd issue.
I've been tweaking my emacs setup and upgrading, and I'm getting this error trying to start CIDER:
if: Cannot open load file: No such file or directory, seq-25
Has anyone seen this before? Is this an emacs issue or a CIDER issue?

My guess would be that you have a broken installation of seq.el around
somewhere. It comes by default in Emacs-25 but not in Emacs-24.
You need to give more information, though. What version of Emacs are you
upgrading from and to?
