This worked for me:

 CPPFLAGS='-D_INCLUDE__STDC_A1_SOURCE -I/usr/contrib/X11R6/include'\
' -I/opt/Xaw3d/include -I/opt/jpeg/include -I/opt/libpng/include'\
' -I/opt/zlib/include -I/opt/tiff/include -I/opt/xpm/include'\
' -I/opt/libungif/include'\
 CFLAGS=+O2 ./configure --prefix=/opt/emacs-21.2 --without-xim
make

Adjust paths to match your system.

However, 21.2 does not work well under HP-UX 11.11: it tends to
freeze when doing auto-save. The problem has been fixed 21.2.92
(http://alpha.gnu.org/gnu/emacs/pretest/emacs-21.2.92.tar.gz),
and it does not occur in 21.1, so I'd suggest you try either
of those (or possibly a later version).
