I can't test ventura, but I made an alias in the Applications folder
pointing to (assuming you have homebrew)
/usr/local/cellar/emacs-mac/emacs-28.2-mac-9.1/Emacs.app (make sure
its there -- might vary a bit) and that worked for me.
