`install-info' is an executable which is part of Texinfo.  It isn't
included with Emacs.  This is what it does:

| part of software installation, or when constructing a `dir' file for

Hi there,
I was trying to port emacs (21-2) to Interix. Though porting was 
successfull, command "make install" failed.
  It failed while looking for executable "install-info"
Make file assigns "INSTALL_INFO" to "install-info", but there is no 
executable/script named so.
  Is this executable/script created on the fly, If so where ?
  Or it is there in tar ball (atleast i couldn't find it in tar -ball).
