You didn't explain what the actual problem is -- just that you get
different encodings for umlauts.  _Why_ is that a problem?

It shouln't matter.

Put a coding cookie in the file, e.g.

;-*- mode: Emacs-Lisp; coding: latin-1; -*-

if you want Latin-1.
