What is the emacs command like esc-q that would do the same thing
to all the paragraphs in a text maintaining the separate paragraphs?...

"C-x h M-x fill-region RET"
How did I find it? I typed "C-h K M-q" and Emacs landed me in the
manual chapter that describes filling commands, with `fill-region's
description staring right at me.
