From the manual:

We sometimes write `function' instead of `quote' when quoting the name
of a function, but this usage is just a sort of comment:

     (function SYMBOL) == (quote SYMBOL) == 'SYMBOL

The read syntax `#'' is a short-hand for using `function'.
