Well, after posting this, it occurred to me to try adding parentheses
around the 'or' terms.  It appears to have worked.

&%%(let ((dayname (calendar-day-of-week date))
        (day (extract-calendar-day date)))
      (and (memq dayname '(4)) 
           (or (fall-quarter) (winter-quarter) (spring-quarter)))) 15:30 ...
