Please do. I invite you to set up a suitable site and when you're done, invite
people voice their opinion. I'm not married to emacswiki.org – if somebody else
will do a better job, I'll gladly hand it over.

The SVN repository will give you the raw wiki pages and no history. The Rsync
repository will give you everything including the log files.
