Actually I think it's a Red Hat issue.
At least on Scientific Linux 6.5, the original
glib2-devel-2.26.1-3.el6.x86_64.rpm contains 594 files, including
gsettings.h.
But the recent update glib2-devel-2.26.1-7.el6_5.x86_64.rpm contains
only 238 files, and no gsettings.h.
I wondered why I hadn't seen this issue before.
According to this:

it's deliberate.
Seems a bit weird, if the RHEL glib2 is now not compatible with the
upstream version.
If you have a RHEL subscription, I'd say it's worth reporting to RH.
