That's the case.

How could it not?

Even better in most cases is:

     (defvar my-enable-foo-advice nil)
     (defadvice foo (...)
       (if my-enable-foo-advice ... ...))

and then replace (flet ((foo ...)) ...)
with (let ((my-enable-foo-advice t)) ...)
