Indeed `xclip.el` already covers the case where you want to use of Emacs's own X code to access the X selection when Emacs itself is "only" running in a tty (i.e. `xclip.el` internally creates a hidden frame on the X display). The question w.r.t `xsel.el` is whether the functionality it offers via `xsel` is different from that offered by `xclip.el` (eithef via `xsel` or via other means), and if so whether the two shoud be combined/merged or kept separate (like `gpastel.el` is currently kept separate).
