To me this reads a bit like "the sky should be blue". IOW, what makes you think this isn't exactly how Emacs already behaves? E.g.: C-x C-f /some/non/existing/file RET will create a new empty buffer which will be written to `/some/non/existing/file` if/when you decide to save it. Stefan
