I think this is a known problem with 24.3.
You can probably work around it by (setq python-skeleton-autoinsert t)
But please try the 24.4 pretest (i.e. 24.3.90) to make sure it'll be
fixed in 24.4 (and if the problem remains, make it a bug report).
