Hi

Is any way to detect if meta or control key are pressed during mouse-
movement event?
Or, maybe exists a method to detect if specified modifier key is
pressed at any time (for example in the handler of mouse-movement
event).

Yes, there is. Just type C-h k and then keep pressing any of these  
modifiers, press some mouse key, and move the mouse while pressing.  
What do you see in the *Help* buffer?

I mean without pressing any mouse key; just moving, not dragging.

Not that I know.  If you want this feature, request it via M-x
report-emacs-bug.
