What is the main differences between Emacs versions/branches 22.3
(pretest 22.2.91) and 23.0.6.1?

Is 23 regarded as a more beta/unstable version?

Yes.  22.3 will be the next minor update to the stable version.  23.1
will be the next major update.

You can find the list of changes in the NEWS file.  It's an interesting
read full of pleasant surprises. :)

22.2.91 (which will beget 22.3) is a bugfix release in the stable v22
line.

v23 has at least two big additions/changes: the unicode and multi-tty
branches have been merged in.  It is still being developed and is not
considered "release quality".  However, I use it often and have very
little trouble with it.

I use 23.0.60 all day every day and don't have any complaints.
