Is there some directive I can include at the top of a file that
would tell Emacs the name to use for that file's buffer?

not sure if there's specific one, but you can use:

-*- eval: (rename-buffer "Love from Russia") -*-

I don't recommend it, but:

-*- eval: (rename-buffer "foo" t); -*-
