F10 is for menu, and cursor-key(assuming the key next to window key?) is to run commands. And I just realize that the problem I described will go away if I use F10 to navigate the menu, and from that point on, if I use mouse to select menus, they will appear. But, still, if I didn't use F10, the problem exists that is on one of the frames, menus for different modes do not show up, the other frame works just fine. I'm suprised to see I'm the only one having this problem
