* emacs23 add-path problem

emacs problem

I have installed emacs on testing debian.

aptitude install emacs23

i have some problem with load path.

i wand to add ~/,EMACS folder to load path.

(add-path "~/.EMACS")

But some how it does not find add-path function.
even if i search it with M-x describe-function.

the output is:
Warning (initialization): An error occurred while loading `/home/
petro/.emacs':

Symbol's function definition is void: add-path

To ensure normal operation, you should investigate and remove the
cause of the error in your initialization file. Start Emacs with
the `--debug-init' option to view a complete error backtrace.
