* Emacs in xterm and Cyrillic?

When I start emacs in xterm (emacs -nw) I can not read Cyrillic text: I
see only question marks.

I can see the same text without a problem in VIM and even with the
"more" command. Any idea? (My version of Emacs is 21.3.1)
