Using `C-h o` on those should fairly quickly lead you to: comment-start is a variable defined in =E2=80=98newcomment.el=E2=80=99. Its value is ";" Local in buffer newcomment.el.gz; global value is nil This variable is safe as a file local variable if its value satisfies the predicate =E2=80=98string-or-null-p=E2=80=99.
