I'm poking around on a stale elisp project, and I noticed it used the widget
library. This library appears to have a bug, and so I started doing some
research on how to report and/or fix the bug. Unfortunately, I found
http://www.dina.kvl.dk/~abraham/ assert that work is no longer in progress
for this library, which leaves me wondering, should I
a) fix the bug myself
b) report the bug and hope somebody will actually try to fix it
c) replace it with a more active module which accomplishes similar
functionality (of which I am not aware)

The widget library (widget.el) is part of Emacs so you should send a
bug report with
M-x report-emacs-bug
It is of course very nice if you send a patch for the bug together
with the bug report, but that is not necessary.
If you can please use the current pretest version of Emacs when
checking and reporting the bug.

Since the package is actively used in Emacs, it is not dead in the sense
"no bug fixes", but in the sense "nobody dedicated to feature
enhancements".
Report the bug to the Emacs bug list using M-x report-emacs-bug RET
