Aren't ' and ` simply shorthands for the functions `quote' and `backquote' respectively? (Well, ok, `quote' is a special form and `backquote' is a macro, but that shouldn't make a difference.) I've never used a macro to create code that requires a backquote, but I've often done it with `quote'.
