Subject: Building CVS version fails

Hello, I am trying to build a CVS version of Emacs under Windows XP/Cygwin.
I am using Visual C++ .Net 2003 to compile. I performed the following steps
under Cygwin:

$ export CVS_RSH="ssh"
$ cvs -z3 -d:ext:anoncvs@savannah.gnu.org:/cvsroot/emacs co emacs
$ cd emacs/nt/
$ ./configure.bat
$ nmake bootstrap

After some time, the last step bails out with the following error:
c:\newemacs\emacs\lisp>"c:\newemacs\emacs\lisp/../bin/emacs.exe" -batch --no
-ini
t-file --no-site-file --multibyte -l loaddefs -f
batch-byte-compile-if-not-done
url/vc-dav.el

In toplevel form:
url/vc-dav.el:24:1:Error: Cannot open doc string file
"c:/newemacs/emacs/etc/DOC"
NMAKE : fatal error U1077: 'for' : return code '0x1'
Stop.
NMAKE : fatal error U1077: '"c:\Program Files\Microsoft Visual Studio .NET
2003\
Vc7\bin\nmake.exe"' : return code '0x2'
Stop.

This happened with the sources checked out today. I tried a few weeks ago
but nmake bootstrap failed then too (unfortunately, I didn't register
exactly where). But on the 30th of March this year I managed to build Emacs,
using the same system I am using now and the same steps....are the sources
simply in a bad shape now or am I doing something wrong?
