Hello,
I just switched my system to a new Debian and reinstalled everything. I am
now running GNU Emacs 21.3.1 and auctex 11.13-2. In older versions, when I
opened a new LaTeX Document, auctex would ask me what the master file was
(the new document itself or some other file) for later "texing" using the
all important C-c C-c.
Where in the auctex files do I have to fiddle around to get that question
back? I have no idea how to manually set the master file. M-x set-master or
somesuch does not work.

AUCTeX comes with documentation. The very first page (get it with
C-h i d m AUCTeX RET) will tell you that.
