Subject: How to save start file on Windows?

On Windows 10 my account is c:/Users/Tommy Pollák/. I want to set the 
option for a start file to c:/Users/Tommy Pollák/Documents/file.htm.

I can set this in the Customize emacs menu. But it is stored as A1; or 
something like this.

I use UTF-8 as coding.

How can I set the option for the start file to give me á?
