The pop-out window says the following: "Emacs" can't be opened because Apple cannot check it for malicious software. This software needs to be updated. Contact the developer for more information. It's a security feature of recent versions of macOS. Luckily, on BigSur you still have the option to override this (contrary to iOS where you're stuck with whatever Apple allows you to install on their device). It was for me too). More so, because I kept getting this weird flickering issue on the Homebrew version, so I recommend using 'Macports' instead.
