Right, on both counts.

Marcin, you can use `eval-expression' instead of `M-:' (i.e., even
with Icicles):

M-x eval-expression RET

Eval: (let ((print-quoted nil)) (read "`',foo")) RET

(\` (quote (\, foo)))
