How to get the cursor coloured red?

Is it possible to over-ride whatever theme you are using in something? I
specifically want to have the cursor coloured red, in whichever theme that I'm
using, without writing into "foobar-theme.el". So, is it possible please?

Customize option `default-frame-alist' to have the `cursor-color' frame
parameter value that you want.

You can also use `set-cursor-color' at any time to change the value for the
selected frame.
